The ILM has reported that according to the survey of 1,000 public sector staff, cuts are causing a number of problems for HR professionals.

The ILM report that a third of those questioned said that managing widespread under resourcing was their main challenge, while 42.3% said that since the Spending Review they work much harder.

Over half of those questioned said they were using international communication tools to boost morale to motivate staff members, while 24.2 per cent listed teambuilding exercises.

Duncan Ward, operations director at Badenoch & Clark said: "This research paints a glum picture of life in the public sector at present.

He added: "Open communication with employees, alongside setting out a firm plan for the future, will assist in increasing morale."

According to figures from the GMB union, over 170,000 jobs are at risk at 318 local authorities in the UK.
